CPA Executive Leadership Program

The Canadian Police Association, in partnership with the Labor and Worklife Program (LWP) at Harvard Law School and the Telfer School of Management at the University of Ottawa (Telfer) have developed an Executive Leadership Program.

The CPA Executive Leadership program is designed primarily for elected leaders and executive staff of the CPA member associations and their international colleagues. Representatives of other employee associations or unions are also invited to participate. The main elements covered in the program design include:

Module I - Leadership, Advocacy and Communications
Module II - Advanced Negotiations and the Psychology of Bargaining
Module III - Strategic Choices and Execution

Module II - Advanced Negotiations and the Psychology of Bargaining (May 13-16, 2010)

Negotiation is central to the role of police association executive leadership. Module II will address issues regarding how to increase your power at the table, understanding the psychology of bargaining and the advanced preparation for a contract negotiation: how to develop a clear strategy, conducting an environmental scan, consultation with members and community politicians and leaders, evaluating the other side, building power and alliances, and research to expand your understanding of the bargaining environment. The process of preparation needs to anticipate possibilities of confronting difficult truths about what is possible, resolving conflicting objectives among members and anticipating major communications effort with members and media. This will affect the composition of the bargaining team, research needs, and the choice of priority issues. Interest-based arbitration will also be featured.

This advanced program is specifically designed taking into account the needs of those with previous bargaining experience and/or training, but this is not a pre-requisite. For those new to bargaining, there will be several short on-line videos to address basic issues and context.

Professional Certificate

Those who complete all three courses would receive a special ‘Professional Certificate in Executive Leadership’ offered jointly by the Labor Worklife Program of Harvard Law School, the Telfer School of Management and the Canadian Police Association.

Location

The course will be held at Telfer’s Centre for Executive Leadership at 45 O’Connor Street, Suite 350, Ottawa.
